Timeout for delayed chained payments

We have had Hirebee set up and functioning properly with PayPal adaptive payments for almost a year now. We recently incorporated and got a new bank account so we wanted to set up a new paypal account that would reflect the change in information. We are in the conditionally approved step with PayPal, but now they are telling us that the model is not supported.
Delayed chained payment only allow up to 90 days delay. For you holding funds more than that with no guaranty to release funds to either side with timely manner has form aggregation.
I believe I may have provided incorrect information to them. Is there a timeout that will release the funds back to the employer in the event that the project has been funded, but not completed. For example, if a project was funded and the freelancer still had not marked the project complete after 90 days, would the money be released back to the employer? If not, how have the app API keys been released for other instances of Hirebee, our current one included if the model is not supported by PayPal. Am I missing something?
We unfortunately cannot allow this type of model. Are you licensed escrow services?
