Should Pending Claimed Listings be visible?

hello,

In Admin, if you look at a Pending Claimed listing, there is a box with Accept / Reject buttons on the right. Beneath these buttons is the message

"Rejecting will return it to being published on the site."

That implies that whilst it is in 'pending claimed' status, it is NOT published on the site. However, this isn't true at all...the listing is there for all to see (not just Admins and listing claimee).

Is that just a misleading/out of date message? Or are 'pending claimed' listings supposed to be pulled off the site until the claim is either accepted or rejected?
