Multisite 3.1.4 won't install plugins
Plugins that installed fine with 3.1.3 on Multisite won't install on 3.1.4
I even took a plugin running fine on 3.1.4 and then deleted it and it won't reinstall.
Maybe some of your new security changes affected the Multisite plugin installs.
Here is what happens...
