Post an Ad link not working, rearrange links on bottom naviagation

When I put my mouse over Post an Ad, the link on the bottom left hand corner shows the link show go to http://www.onlinesiouxfalls.com/add-new/, but when I click on Post an Ad it goes to the url http://www.onlinesiouxfalls.com/add-new-confirm/. This link shows

This ad has already been published or you do not have permission to activate this ad. Please contact the site admin if you are experiencing any issues.



I can not even type in the url http://www.onlinesiouxfalls.com/add-new/, it will automatically take me to the url http://www.onlinesiouxfalls.com/add-new-confirm/.

Is there a way to correct this so when I go to Post an Ad it will go to http://www.onlinesiouxfalls.com/add-new/ and hopefully the post an ad will work?

Also, the bottom navigation links show

Is there anyway I can change the order of the bottom navigation links?
