    Job Lister cannot edit existing job

    I'm running JR 1.6
    I have a test job that I created with an account set to "Job Lister". When I want to edit an existing job as that
    user it appears to work fine. I have the settings to allow user edit and to ensure approval of the edit.

    I should have gotten an email as admin when the job was edited, but that didn't occur.
    But when I log back in as admin, the job appears as if it has never been edited at all and it's still in "published status"
    rather than moved back into draft.

    What should I be looking for to determine why editing is not happening?
