Owner can write review on Claimed Listing

I am testing new listings by manually entering businesses and making them "Claimable."

When the owner "Claims" the listing and the listing is still "Pending Approval," they are brought back to the same listing and it gives them the option to Review the business. I tried reviewing as the owner and it allowed me to review the business. I then approved the Claim for that owner and the review is still there, so the owner of the business has reviewed his own business.

Also, there should be a message that the listing can be edited once the Claim has been approved by an administrator. Otherwise I felt that it was confusing after I claimed a business and then there was no information telling me what the next step was going to be.
