Project, which was cancelled, then re-opened is not usable
How to re-produce:
1. Have a project posted
2. A bid gets accepted, etc, etc
4. In the end Employer marks project as Cancelled
5. The he goes back and marks the project as re-opned (he can do that)
6. After that project is visible, but can not be modified at all by anybody (e.g. Employer can not mark it as Completed, Freelancer can not bid or modify existing bids), so it's not usable at all
7. When Employer goes to Workspace of that re-opened project it still says Cancelled
