As I can see the issues are very tiny, and many of them it's due to the user experience of using it. not big deal. so let's try to resolve all one by one.
1- I didnt know what do you mean by " the purpose of offers" ,your question is as clear as it became blurry to me, sorry, so please explain.
2- About sponsored ads, you mean the home page featured logos' areas or the indeed ones as these ones called sponsored ads too.. if it's about the home page advertising areas, You can use the new widget created for Olinda/Jobsapp to add a text/html block instead of one of the current areas.
3- The edit lin in dashboard is already there, besides each job listing. however, You can create custom menus with the edit job page and/or any other page you want, then place it inside the user sidebar.
4- the spacing is added , thanks for noticing it.
5- the graphical issue in the radius input, You simply go to jobroller=>Settings=>advanced=>Set google jquery to OFF, it's causing a conflict with another jquery file... after changing that, dont forget to hit save please.
6- For the language pack, Olinda uses Jobroller language pack, however, there are couple of words added that simply can be translated using the Poedit software. open the .po file, then click on update to search for new words, then CTRL+F to look for the word you want to translate then after translating them, hit save to generate the .mo file, you are done.
PS: the .po file must be inside the theme to detect the new words.
7-The $ symbol it's inside jobroller, but you can delete it while translating, use the same step you did for resume, open poedit, make english/english translation, and delete it then save.
8- The " Submit a resume " in the header button located inside includes/theme-header.php, but still you can translate it.
I suggest, to resolve all the words/language issues.. inside olinda, open the .po file, hit update catalog, then CTRL+F resume to find all resume words, then simply translate them
