Problem with category structure

I have two types of listings on my site:

1) Book Store
2) Book Warehouse

Each listing type has it's own custom form for 1) and 2).

The categories I have are:

1) New York
2) Newark
3) Princeton
4) Bronx

The issue I'm having is that I can't have both the Book Store and Book Warehouse forms assigned to those 4 categories at the same time. Vantage has no way of knowing which form should be used since there is no way to say: I want to enter a new listing for New York for a Book Store, or I want to enter a new listing in Princeton but for a Book Warehouse.

Someone must have come across a similar issue. I mean the best solution in my mind would be to give the user a choice of what list type he/she wants to enter (form) to use and not have it necessarily ties to a category.
